The stranger looks sheepish, even awkward, but the complete lack of a defensive response just adds to Steve's bewilderment. He feels like he's looking at a big, muscular puppy he's just thwacked with a rolled-up newspaper. Is this how other people see him? Jesus.
He gives a little shake of his head, trying not to smile, because it's just that ridiculous. "No backup needed. He's under control. Send the team to the other sites; I'll bring him back to base."
The STRIKE team would be useless here, anyway. All they could do is escalate the situation, and if this guy can run to New York and back in a matter of seconds, there's no point trying to catch or fight him. They'd need all the rest of the Avengers and a decent plan. But he doesn't seem like he means to be a danger, and Steve is quick to take heart from that.
He signs off and clips the radio to his belt, then huffs out a sigh and offers a handshake. "Captain Steve Rogers. Let's start over; you tell me who you are, we'll figure out how you got here, and go from there."
